百分比标准(PercentageCriterion)是实质性改变标准的一种，是指按照出口货物的进口部分与该货物本身价值之间的比例关系来确定货物的原产地。这种方法可以规定出口货物中进口部分的价值的最高百分比，也可以对出口货物中国产部分的价值规定最低百分比。这种方法的优点是精确和简单，进口的或未确定原产地的零件可按得到的商业记录或商业文件予以确定。其缺点是当增值率略高或略低于规定的百分比时，很难作出产品符合或不符合原产地标准的决定；再者，世界原材料市场价格及货币的波动，也容易造成这种标准的偏离，而且在进出口国（或地区）之间对于哪些费用应算入货物成本不易达成一致意见。
