The article has established mathematical model of an increase output, expound the mathematical principles of inducing investment, output value fluctuation and economy adjustment.

By means of analyzing the dynamics behavior of this model, the relationships between the eastern investment (includes the inducing investment and the spontaneous investment) in the western energy production and the western energy output used to the East are obtained and the corresponding countermeasures are put forward to ensure the system develops smoothly.
