力学强度低，遇水容易软化，并且在外荷载作用下易于产生压缩变形的岩石。在力学特征上，软弱岩石无侧限抗压强度低于或等于300千克／平方厘米,水稳性差，软化系数不大于0.6,变形模量低且流变效应较显著。在火成岩、沉积岩和变质岩3大岩类中,只要具备上述力学特征的岩石，均属软弱岩石。软弱岩石还包括部分构造岩和风化岩。构造岩是指受构造作用力影响而导致错动破坏的岩体，一般包括断层泥、糜棱岩、断层角砾岩及构造破碎岩。其中，断层泥、胶结不良的糜棱岩和断层角砾岩均可视为软弱岩石。风化岩是指在各种风化营力作用下，岩石成分、结构与工程性质产生变异的次生岩石。这类岩石的力学特征与软弱岩石相当的，也属软弱岩石。水工建筑物的坝基、道路工程的大桥桥基和高层建筑物地基岩体内如有软弱岩石，往往会使建筑物地基发生不均一沉陷或滑动变形，影响建筑物安全；峡谷边坡或傍山道路边坡岩体内如有软弱岩石，易产生斜坡失稳和崩滑。因此工程建设中应予以充分注意。
