This paper introduces the background, reasons, changes, current status a planning obligation, faults and innovations about planning gain in Britain, then put forward suggestions on how to improve land use planning in China.

On one hand, market economy calls for compensation of expectant interest of breach of contract, which is not only necessarybut practicable; on the other hand it is the effect of inspiring function of contract, in favor of stimulating parties to pursue profit as well as inspiring performance of contract.
