| 西欧联盟 Western European Union 西欧各国间协调政策的政治合作组织。1954年10月23日正式成立。其前身是1948年3月由比利时、法国、荷兰、卢森堡、英国5国成立的布鲁塞尔条约组织。至1991年3月该组织成员国有比利时、德国、法国、荷兰、卢森堡、葡萄牙、西班牙、意大利 、英国等9个国家。该组织的宗旨是促进欧洲的团结和推动欧洲统一的进程。在伦敦设有常设理事会和秘书处，在巴黎设有议会，军备监督处和常设军备委员会。最高决策机构是部长理事会，由各成员国外交部长组成，每年开会两次，主席由各成员国外长轮流担任。该组织成立初期至80年代，基本上无重大活动，活动主要集中于协调成员国在安全和东西方关系问题上的立场。80年代以后，该组织活动增多，主要是呼吁东西方加强接触，促进裁军，加强西欧的防务合作，发展尤里卡计划，协调打击国际恐怖主义活动，并对两伊战争、德国重新统一、海湾战争等重大国际事件做出反应。 |
