水质保护设计水量(designdischargeforassuredwaterquality)为保护水体水质而选用的水量。由于水量与水质密切相关，在一定水污染物总量条件下，水量少浓度水体水质浓度关系很大，必须从实际出发，为保护水体水质而合理确定。一般水体出现严重污染大都在枯水时期，故用十年一遇连续七天平均枯水流量作为河流水质保护设计水量，或用十年一遇最枯月平均流量；对湖泊则为十年一遇低月平均水位的蓄水量。中国河川径流量差异很大，沿海还受期汐影响，水质保护设计流量应从水文条件；水质保护目标，经济可能，水污染特性进行具体分析，综台平衡加以确定。
