WTO服务贸易协议(General Agreement on Trade in Services，GATS)，由序言、6个部分（29个条款）和8个附件组成。序言规定了各缔约方参加及缔结服务贸易总协定的目标、宗旨和总原则。
《服务贸易总协定》要求各成员在非歧视原则基础上，通过分阶段谈判，逐步开放本国服务市场，以促进服务及服务提供者间的竞争，减少服务贸易及投资的扭曲。这些分阶段逐步开放市场的承诺涉及商业服务、金融、电信、分销、旅游、教育、运输、医疗与保健、建筑、环境、娱乐等服务领域，亦即我国所指的第三产业。这无疑对促进国际服务贸易起到积极作用。
服务贸易总协定希望在尊重国家政策目标的同时，通过不断进行的、旨在促进所有参加国的互惠利益和确保权利与义务平衡的多边谈判，为服务贸易逐步达到更高水平的自由化奠定基础。
