没有离开资产负债管理这一主线。所不同的是:有的过于简单，有的过于侧重;有的是从管理行角度设计的，有的是从基层行出发考虑的，因而导致各类原则所阐述的内容不一样。尽管目前资产负债管理在各地实施有先有后，但不能以此不平衡为由来随意规定资产负债管理原则，我们认为，要围绕资产负债管理的目标，从既有利于管理行系统调控，又有利于基层行实际操作这一双重角度出发来设计专业银行资产负债管理的原则。具体来说，应遵循以下三项基本原则:计划调控原则，总量平衡原则和结构对应原则。下面针对这三项原则分别加以论述。I资产负债综合管理的原则】目前，在银行资产负债管理的原则上，有几种不同的表述。归纳起来，主要有以下三种类型: 第一，“总量—结构侧重”四原则论 该论点认为，我国的所有制性质和现行体制决定了商业银行资产、负债的平衡是软约束的。因此，资产负债管理应侧重于结构上的控制，通过结构上的调整来实现总量上的平衡。从这样的思路出发，应遵循以下原则: ①总量平衡原则，复式记帐是商业银行通行的记帐规则。因此商业银行帐面上的资产与负债始终是平衡的。资产负债管理要求的总量平衡则是动态上的平衡和实质上的平衡，即任何一个商业银行拥有的资产都必须建立在负债合理增长的基础上。 ②结构对应原则。即短、中、长期的资产负债在期限上应基本对应，以保持资产负债在动态上的平衡。 ③协调原则。由于社会性、安全性、流动性、盈利性四者之间往往相互矛盾，难以兼得，所以协调好它们四者之间的关系，是资产负债管理的又一重要原则。 ④组合效益原则。指银行应追求资产、负债组合效益的最大化。特别是在资产结构一定的情况下，应更多地追求负债组合效益最大化。 第二，“自我约束与系统调控相结合”两原则论 该论点认为，推行资产负债管理既要实施自我约束，又要服从系统调控。二者相辅相成，共同运转。因此，资产负债管理应遵循以下两大原则: ①负债约束资产的原则。即实施总量约束和结构约束; ②有利于增强系统调控原则。途径是上级管理行必须集中一部分资金，即可增强宏观调控能力，又可抑制基层行的超负荷经营行为。 第三，“平衡—调整并重”五原则论 五原则即: ①综合平衡原则。资产负债平衡和信贷收支平衡; ②资金来源制约资金运用原则; ③保证支付，量力而行的原则; ④优化增量，调整存量，减少风险的原则; ⑤加强系统调控的原则。 从上述三种类型的原则看，共同之处就是
