【金融计划与国民经济综合平衡】所谓国民经济综合平衡就是通过正确编制和组织执行各种经济计划，对经济活动进行有计划地调节和管理来实现的。金融计划即货币收支、信贷收支的综合性计划，是国民经济计划的重要组成部分，是国民经济综合平衡的重要工具。我国现阶段的社会主义市场经济，是社会主义货币、信用经济。国民经济各部门都离不开国家对货币、货币资金的宏观调节而保持的适当比例关系。各部门间的不平衡问题都通过货币收支，信贷收支的不平衡来反映。国民经济综合平衡包括三方面内容:一是正确处理生产领域的重大比例关系，如农、轻、重之间的比例关系，物质生产部门与非物质生产部门之间的比例关系等;二是安排好补偿基金、消费基金和积累基金之间及内部的平衡关系;三是组织财政、信贷、外汇和物资的综合平衡。我们必须编制联系一切国民经济活动，反映国民经济综’合平衡各种矛盾的金融计划，搞好各方面综合平衡，合理分配资金和物资，从而实现国民经济综合平衡。
