This paper analyses the difference and association between the certificate of competency and the certificate of qualification for seafarers,casts back 3 conventions of ILO on the conditions of acquiring the certificate of competency and the certificate of qualification for seafarers before these conventions merged into the Proposed Consolidated Maritime Labor Convention,2006.
