将货物装入或卸出运输载体，以及集并、疏散货物的短距离位移作业的价格。中国装卸费主要有三种形式：①港口货物装卸费。交通部直属的港口货物装卸费率由中央统管，根据不同货物装卸的难易程度和操作过程制定不同的费率。②铁路货物装卸费。收费标准过去一直由铁道部管理,全国分7个省区制定不同的收费标准；1984年以后，改由各铁路局制定，报所在省、市、自治区物价局批准后执行。③公路货物运输装卸费。收费的管理权限在省、市与地县交通主管部门。
