This paper designs new structure configuration and confirms the main parameters for the ballast water tank inside the submarine with single shell according to the calculating method of intension and stability for pressure liquid tank by former Soviet Union.

Taking the contract terms of water price adjustment during licensed operation period of investment project for the Guiyang Xiaohe Wastewater Treatment Plant and the practical operation as example,the risk and avoidance modes in investment projects for WWMP were analyzed.
