位于日本琉球群岛中部的冲绳岛，自第二次世界大战冲绳战役以来，就一直为美军所控制。该岛中部东侧的胜连半岛，正好将金武中城港一分为二，北为金武湾，南为中城湾。其顶端中城湾一侧，就是美国海军陆战队驻海外的主要基地之一－白滩基地，总面积达156万平方米，因基地西南边的一片洁白沙滩而得名。
冲绳岛地理位置十分重要，是美国在远东进行两栖作战的唯一跳板，也是日本的门户（二次大战日本的投降，与该岛的失守有着直接的关系）。但是，白滩能作为美海军陆战队基地，除了冲绳作为美海军陆战队基地，除了冲绳岛本身地理因素外，还主要是由于该基地附近的水文条件、码头设施、地理环境等，更适于两栖兵力集结。
首先，基地面对的中城湾，水域开阔，水深适当（20－48米），流速水大（涨落潮流速小于1节），能为一大型舰队提供锚泊，而且在北部胜连湾中，还有一个天然的水上飞机场（水深10－19米）；其次，基地拥有一大片可以临时收容人员、车辆的空地，是两栖兵力集结的理想之地；最后，也是尤为重要的是，基地有两座被称为海军栈桥和陆军栈桥的栈桥码头，分别长约250米和200米，水深9米和11米，基本上可以停靠美海军现役的任一型号的两栖作战舰艇，即使是满载排水量近40000吨的塔拉瓦级两栖攻击舰也能停靠。
进入该基地的主要导航樗是，津坚岛和岛上的灯桩以及胜连崎灯桩。美国海军的专用水域，除胜连半岛西南端外的南方水域和白滩外，胜连半岛北面金武湾的天愿外泊位及其附近水域，也为美军专用。
