研究所的基本任务是调查和研究各种运输方式综合发展、综合利用的有关问题。研究成果上报国务院及有关部委,供制定运输政策与发展战略,以及编制国民经济和社会发展规划参考。主要承担以下一些方面的调研任务:①规划期间的运量预测，大宗物资的流量、流向,合理运输，以及从运输合理化角度考虑的工农业生产布局；②运输网和运输枢纽的近期和远期发展规划；③各种运输方式间的客货联运，以及组织集装箱运输和散装运输的方式方法；④发展运输的战略和技术政策；⑤运输经济效益的计算方法，各种运输方式运输成本和价格的比较,以及经济数学和计算技术在运输业中的应用;⑥旅客运输的运量预测，流量、流向分析，运输能力配置，以及组织客流在各种运输方式间的分流；⑦国家经委、国家计委和国家科委交办的任务。研究所还收集、编译与研究国内外运输的情报资料，编辑出版《综合运输》杂志和其他刊物、资料。
