This paper firstly gives definitions to brownfield,concludes its characteristics,and analyses the causes of brownfields,the environmental,social and economic benefits,and the broad prospects of brownfield redevelopment.

However the present land redevelopment systems do not consider much about the particularity of inner city land s character, which cause the serious conflict between land market operation and inner city conservation.

As a country that is characterized with serious imbalanced regional economic development, the government of Japan created and put in practice a variety of specific policies for the development of different regions after the war in order to coordinate the country’s inter-regional development.
