According to the terminal ballistics theory,the damage theory and the explosion theory,and on the bases of analyzing bomb\'s explosive rule,fragment\'s flight rule and the damage to fighter by fragment,this paper puts forward a method of evaluating the secure distance of draw back and the secure altitude when it is in the process of bombing horizontally in low altitude.
