自胚胎第5周，胚胎体腔背部，肠系膜两侧的体腔上皮增生，肥厚，隆起，形成尿生殖嵴，外侧为中肾，内侧为生殖嵴，是性腺发生的始基。无论男女在生殖嵴外侧，都有中肾管和副中肾管。当生殖腺分化时，这两对管道发生不同演变，在女性，中肾管退化成遗迹，副中肾管发育成女性内生殖器官。其经过为：当胚胎发育的第6周，中肾管头端外侧体腔上皮向间质内凹陷，形成纵沟，向胚胎尾侧发展，不久沟的边缘互相联合形成管道，称为副中肾管，左右各一。管的头段与腹腔相通，形成输卵管部。副中肾管中段，向内向下斜行，演化为子宫底部和体部，副中肾管两侧合并形成子宫颈及阴道上段，胎儿12周末时子宫壁增厚，形成阴道穹隆，胎儿16周时，子宫肌层形成。24周末开始有子宫腔上皮，腺芽，至足月子宫内膜腺体已完善。在胎儿发育过程中受胎盘激素影响，子宫迅速发育，出生时宫体与宫颈之长度比为1∶2。副中肾管尾段形成阴道上段，最尾端与尿生殖窦相接，于胎儿12周时形成副中肾结节，两者相通，形成阴道下段，尿生殖窦上皮增生，形成环状薄膜是阴道外口，称为处女膜。
