社会主义国家确定建设项目及其建设方案的基本文件。又称计划任务书。是建设项目决策和编制设计文件的主要依据。
中国基本建设程序规定，建设项目在进行可行性研究后，还需要编制设计任务书，对可行性研究所提供的最佳方案进一步论证才能最终决策。设计任务书包括的内容，各类建设项目不尽相同。大、中型工业项目一般包括：①建设目的和根据；②建设规模、产品方案或生产纲领、生产方法或工艺路线；③产品销路、市场竞争能力和盈利预测；④矿产资源、水文、地质和原材料、燃料、动力、供水、运输等协作条件；⑤资源综合利用、环境影响和“三废”治理的要求；⑥建设地区或地点以及占用土地的估算;⑦建设进度和工期;⑧投资控制数、资金来源和预测投资回收年限；⑨劳动定员控制数；⑩技术经济总评价等。改建、扩建的大中型项目还包括原有固定资产的利用程度和生产潜力的发挥情况。新建的大工业区、大矿区、林区、重大水利枢纽工程、铁道干线、跨省区的输油输气管线，还应有总的规划。小型项目设计任务书的内容可以适当简化。
设计任务书由项目主管部门组织建设、设计等单位编制，并按规定报有权机关批准。设计任务书批准以后，建设项目即正式成立，项目的决策阶段宣告完成，项目进入实施阶段。设计任务书是工程建设大纲，制约着工程建设的全过程和各个方面，建设项目的决策是否得当与设计任务书的正确编制关系十分密切。
