建设项目竣工后要即时组织验收。国家重点建设项目由国家计委小组织验收或国家计委委托有关部门组织验收。其他项目按隶属关系分别由有关部门和地方验收。一般工程项目的竣工验收主要由建委、城市规划行政主管部门、工程设计单位、建设单位的主管部门和建设单位、施工单位参加。重要项目的竣工验收，应当有建委，城市规划行政主管部门、工程设计单位、建设单位的主管部门会同消防安全、环境保护、城市建设、土地管理和质量检查管理部门以及涉及部门并建设单位、施工单位参加。
工程项目竣工验收合格后，核发竣工验收合格证。验收单位对验收工作应当承担责任。竣工验收合格后在一定期限内（一般为六个月），建设单位应当向城市规划行政主管部门报送的关竣工的资料。
