【国际结算拒付】亦称“国际结算退票”。持票人提示票据后，付款人拒绝承兑或拒绝付款的行为。付款人避而不见、死亡或宣告破产，使承兑或付款事实上成为不可能时，亦称“拒付”。票据在到期日前提示付款，付款人应当拒绝付款，如已支付票款，应自负风险。拒付包括拒绝付款和拒绝承兑两种情况。付款人对远期汇票拒绝承兑，并不构成法律责任，但已承兑的远期汇票遭到拒绝付款，则对持票人和出票人承担法律责任。票据在合理时间内提示，遭到拒绝承兑或付款时，持票人有权向背书人和出票人追索票款。
