It introduces the conception of pay on measure,represents that setting down the carefully management system of pay on measure is the basis of doing well the project measure,discusses the means of project measure and pay to quality control and progress control,points out that building measure machine account is the effective way of assuring the precision of measure.

In this paper,the theory of flexible metrology is demonstrated and the brief principle and method are proposed,after analyzing of metrological operations and providing the system architecture of flexible metrological platform.
