| 大陆封锁 Continental System 法国拿破仑一世于1806～1814年间为反对英国而采取的一项重要经济政治措施。1805年，拿破仑一世直接登陆英国的计划失败以后，决定用经济封锁摧垮英国。1806年11月21日，颁布《柏林敕令》，规定：所有隶属于法国的各国，不仅不准与英国发生贸易关系，而且要断绝一般来往；对法国统治下的欧洲的英国侨民，一律宣布为战俘；所有英国的货物和商船，全部没收。此后，拿破仑一世又陆续颁布了《华沙敕令》（1807年1月）、《米兰敕令》（1807年11月和12月）和《枫丹白露敕令》（1810年10月），进一步加强对英国的封锁。《柏林敕令》颁布时的推行范围包括法、意、荷、瑞士和莱茵同盟。随着法国军事力量的加强，封锁政策也扩及葡萄牙、西班牙和俄国。大陆封锁促进了法国某些工业部门的发展，但是，当时整个法国工业的发展水平不能代替英国满足欧洲各国的需求，因而使许多国家特别是与英国有着传统贸易关系的国家的经济状况大大恶化，经济萧条，进出口停滞，引起它们的不满；同时，英国采取反封锁措施，并进行大规模的走私活动。实行大陆封锁没有达到从经济上窒息英国的目的。随着拿破仑帝国的崩溃，大陆封锁政策也随之破产。 |
