房地产二级市场房地产开发企业与房地产使用者之间的交易市场。是取得土地使用权的开发经营者(主要是房地产开发公司),对土地进行开发后,将生地变为熟地,或建成多类房屋,如住宅、厂房、仓库、写字楼、商场、旅馆、停车场、游乐场等,将开发后的土地连同地面建筑物转让给使用者(单位、企业或个人)。房地产二级市场是房地产由经营开发向消费使用的转移市场。在二级市场上,市场机制起主要的调节作用,它是土地经营者与土地使用者之间的流通市场。开发经营者要按照政府的规定和合同要求对土地进行开发,达到规定要求时,才可以转让土地的使用权,禁止单纯的炒地皮活动。
