[地价指数]运用统计方法将特定地区在特定时期内，各时期(年、季、月、日等)的地价换算成百分比所得的指数。其计算公式为:地价指数=(报告期地价/基期地价)x100%。它具有如下作用:1.可以用来了解特定地区的地价涨跌情况，是反映地价波动情况和评定合理地价的重要指标。地价指数小，则地价波动幅度小，社会经济稳定;地价指数大，则地价波动幅度大，经济发展可能过热。2.通过地价指数观测城市的地价变动情形，因而可衡量城市的成长及变迁，并进一步估测各地区经济发展的程度，3:区域或城市规划师可根据地价指数的涨跌时间轨迹，观察城市或区域的变动趋势，适当配置各类用地的区位，以促使土地使用计划得以有效推行。4.为政府制定调控地价措施提供参考。地价上涨过快，会提高土地成本，降低住宅负担能力，且阻碍公共建设。政府可以根据地价变动状态，随时采取必要的措施，控制地价上涨，如紧缩不动产金融笋。5·供评定合理地价和学术研究做参考。如有正确的地价指数，则在估价上比较容易求得合理的地价。在学术研究上，常常需要利用地价资料加以分析探讨，以便提供解决现实问题的有效方法。
