This paper introduces the PCDL model,which is combined by industrialization phase,competitiveness of industries,development impetus of industries and analysis of location,to research the choice of super-seded industries of cities.

In order to solve the problem of the construction of industrial chain in industrial parks in East Developing Regions of China, the article has proposed the life cycle and development capability of industrial chain which are based on the theory of life cycle and the concept of enterprise’s viability, after analyzing the necessity and possibility of the research.

Through analyzing current professional development of enterprises in China, this paper points out the core position of professional development management in the humanistic management of enterprises and puts forward corresponding countermeasures.
