投资决策为了达到投资的既定目标，通过预测、分析、比较和判断，在两个以上相互替代的不同投资方案中选择最好一个投资方案的决策。即使摆在决策者面前只有一个投资方案，也要作出选择，或者是采纳.或者是不采纳。因而投资决策又称能力决策。投资决策特别是长期投资决策一旦作出，就要编入资本支出预算，因此又称资本(支出)预算决策。 特点①决定性。整个企业投资报酬率归根到底是该企业先后各个投资项目投资报酬率的加权平均数。因此，长期投资对于保持和提高整个企业长期的获利能力具有决定性的影响。②周期长。固定资产寿命长，投资回收长，因此，影响企业盈亏的时间也长③耗资大长期投资耗资大对企业财务成果和资本结构的影响也大，需要进行专门的筹资工作④不可逆转性。长期投资一旦完成，再想改变往往为时已晚，不是无法实现，就是代价太大，这主要是由于机器设备不易改变用途，又难以出售;房屋建筑物拆迁易地更是犹如新建。⑤风险大。投资项目交付使用后的收益情况和项目寿命，是受内部、外部各种因素制约的，而这些因素之间的相互关系是错综复杂的，因此在投资决策中无法对未来各因素的发展变化作出完全准确的预测。短期决策只管一年，预测较准，风险较小，往往可以忽略风险因素;长期投资决策事关几年或儿十年，预测准确性有限，风险自然较大，有必要采用专门方法进行风险决策。风险长期投资事关重大，影响深远，必须按照一定的程序，认真细致地收集信息，考虑各种计量和非计量的因素，运用科学的方法，谨慎地进行长期投资决策，并严格控制资本预算的执行过程，以求节省投资，保质保量如期完成投资项目，提高投资效果 主要程序①对投资项目进行市场预测和分析。包括预测和分析未来市场对该项目产品的需要量和售价、为确定合理的投资规模提供依据。②考察和分析投资项目的约束条件。如资金需要量、资金的筹集方式、筹资的最大可能量、工夕、的技术熟练程度、配套设备的购建条件等，这些约束条件都必须在作出投资决策之前进行论证。③提出多个投资方案。投资方案可根据实际情况由本企业、专门设计院、工程咨询公司、投资公司、技术服务公司等单位承担。应制定多套方案，尽量全面充分地反映间题。投资方案一般应包括以下内容:拟建项目规模、项目技术与工艺流程设计与选择、设备选型、建筑安装工程的计算、原材料和能源供应方案、运输情况、机构设置情况、劳动定员编制、职工培训计划及其他有关资料等。④对方案进行可行性论证。重点论证产品方案，资源地质情况、原材料、煤、水、电、运输等协作配套情况。⑤评价投资方案的经济效益。可采用的投资效益评价方法有:投资回收期法、投资报酬率法、净现值法、盈利指数法等。⑥对各种方案进行筛选，确定最佳投资方案。
