航路飞行控制的中心枢纽，空中交通管制系统的关键机构，简称管制中心。从各种渠道送来与飞行有关的信息，经过处理加工，又从这里发出各种指令管制飞机的飞行。幅员较大的国家一般都设有十几个以至数十个这样的管制中心。现代化的管制中心一般都装有自动化的设备，它的任务是提供准确的飞行动态，实施飞行的调配，保证空中交通安全和通畅，最大限度地提高航路和机场的交通量。作为管制依据的有关飞行信息来自三个方面：①不断监视着本区飞机飞行航迹的雷达和二次雷达所监测到的信息，一般用微波传输到管制中心的计算机；②本区域气象部门发布的气象预报；③飞行计划，包括飞机起飞进入航路、飞机从其他区域管制中心进入本区的飞行计划信息。这些信息经过计算机处理后，显示在管制员台板的显示器上。管制员通过显示器所显示的信息对飞行进行管制。
