In this paper,several elementary forms of including-excluding principle are introduced and generalized,and applications of including-excluding principle to the enumeration of the permutation group under the constraints are discussed and generalized.

Through analysis on legislation and judicial practice,the authors expressed their views on some problems about conviction of tax evasion concerning the standard of “amount+proportion”and“times”,the calculation of accumulative total and accomplice.
