指为了缓解县级财政困难，解决政府预算级次过多等问题，在现行行政体制与法律框架内，省级财政直接管理县（市）财政的一种财政管理方式。由于各地具体情况差异较大，%26ldquo;省直管县%26rdquo;的类型也不尽相同，有些地区在财政体制、转移支付、财政结算、收入报解、资金调度、债务管理等各个方面，全面实行省对县直接管理；有些地区主要在补助资金分配和资金调度等方面实行省对县的直接管理。
