In the early years of Republic of China during the transformation from a traditional national system to a modern one,there was an influential controversy on whether federal system was suitable in China.

This article discusses the social action attribute of expertise,as well as the technology-politics process in public decision-making,and analyses the sociological characteristic of the relationship between expertise and political decision-making from the research angle of expertise system.
