yUYe ziyuan zengZhi baohufei zhengshuo shiyong banfo渔业资源增殖保护费征收使用办法(thep似ed-~ofeollecting and usi嗯fee for ine~and protectionfisheries~e8)1 988年10月9日经国务院批准，同年10月31日由农业部、财政部、国家物价局颁布，自1989年l月l日起施行。主要内容包括:①确定国有渔业资源的有偿利用制度。凡在中华人民共和国内水、滩涂、领海以及中华人民共和国管辖的其他海域内采捕天然生长和人工增殖水生动植物的单位和个人，必须向渔业行政主管部门缴纳渔业资源增殖保护费，资源增殖保护费的征收和使用，实行“取之于渔，用之于渔”的原则。②海洋渔业资源费年征收金额，由沿海省级人民政府渔业行政主管部门或海区渔政监督管理机构，在其批准发放的捕捞许可证的渔船前3年采捕水产品的年平均总产值1%~3%的幅度内确定。内陆水域资源费年征收金额由省、自治区、直辖市人民政府确定。专项采捕经济价值较高的渔业资源品种，由省级人民政府渔业行政主管部门或海区渔政渔港监督管理机构，在其批准发放的捕捞许可证的渔船前3年采捕该品种的平均年总产值的3%~5%的幅度内确定。专项采捕经济价值较高的渔业资源品种名录，由国务院渔业行政主管部门确定。具体按不同作业类型、渔船功率大小、使用网具数量核定征收标准。③渔业资源保护费用于购买放流的苗种及培育苗种的设施，建造人工鱼礁、鱼巢等增殖设施，科学研究补助，以及保护管理等。(柳正)
