《软件著作权保护条例》规定所有软件著作权产品最终用户承担责任,而最高人民法院的司法解释只规定了商业性软件著作权产品最终用户承担责任,两者规定不一致。

进口许可证程序协议(Agreement on Import Licensing Measures)。
由9个条款组成，涉及总则、自动进口许可、非自动进口许可、机构、通知、磋商和争端解决内容。该协议要求各成员尽量不要使用许可证管理贸易。如果授权允许使用，则尽量使用可以扩大而不是缩小该领域贸易的方式来管理。如采用公开一般许可证，只要进口商向政府指定的部门申请登记即可进口，不需要经过多个关卡进行审批。
