公路运输业从事公路交通建设与运输生产的一个独立的经济部门和行业，是世界交通运输业发展历史最悠久和规模最大的一个行业。包括公路建设及养护，运输生产与搬运装卸，汽车生产与汽车维修，安全管理与行业管理，行政管理与配套服务等。公路运输的前身是道路运输，所不同的是古代道路运输的运输工具比较落后，现代公路运输的重要标志是汽车和分等级标准的公路结合而成。在公路运输业中的生产要素是公路、汽车和人，人、车、路及其生产活动构成了公路运输业世界公路运输业的发展，可分为三个阶段。第一是兴起阶段(从19世纪末到第一次世界大战结束)，这个时期世界各国的经济和交通都很落后，公路运输仅为其水路运输和铁路运输的辅助手段，主要承担短途运输业务。第二是发展阶段(从第一次世界大战结束到第二次世界大战结束)，一些经济发达国家开始重视公路建设，公路里程不断增长，使汽车工业迅速发展，公路汽车运力得到很大的改善。第三是繁荣阶段(从第二次世界大战结束至今)，世界各国大力修建公路(包括高速公路)，形成了全国性的公路网，大批现代化汽车投入使用，促进了公路汽车运输的繁荣。西欧的德、意、荷、英、法、比等国的公路运输量已超过铁路。20世纪80年代初，全世界已建成了长达2 000万公里的公路网，占世界各种运输方式线路总长的2/3。全世界的汽车保有量达3.3亿多辆，其中轿车占78%，货车占21·5%，客车占。.5%。美国为世界上的公路汽车运输大国，公路和汽车的保有量均居世界首位。从2。世纪50年代初至70年代末，不少国家的汽车运输均己成为人们日常生活所必需，客货运量、周转量、公路密度、汽车数量和密度迅猛增长。英、法、美等国公路运输业生产总值已占国民生产总值的6%~8%，公路运输从业人员占职工总人数的15%一20%。
