环境保护专项基金
环境保护专项基金由排污收费转化的专门用于补劝重点污染源治理的资金，亦称环保补助金。中国国务院1982年须布的《征收排污费暂行办法》中规定:征收的排污费，纳入预算内，作为环境保护补助资金，按专项资金管理。环境保护补助资金应主要用于补助重点排污单位治理污染源以及环境污染的综合性者理措施。还规定，排污单位在采取治理污染措施时、所申请的补劝一般不得高于其所缴纳排污费的80%。环境保护补助资金可适当用于补助环境保护部门监测仪器设备的购置，但不得用于环境保护自身的行政经费以及盖办公楼、宿舍等非业务性开支。1988年7月28日国务院发布的《污染源治理专项基金有偿使用暂行办法》中明确规定:从排污收费征收的超标排污费用于补助重点排污单位治理污染源的资金中提取20%~30%，设立污染源治理专项基金，基金由省(自治区、直辖市)、市、县环境保护部门设立，分级管理，独立核算，可以拆借使用，实行有偿使用，委托银行贷款。中国排污收费制度和设立环境保护专项基金为污染治理提供了一条资金渠道，成为国家环境管理和经济刺激手段中的重要组成部分。
