onquon Jlshu cuosh一J一huo安全技术措施计tIJ(prograrn of teehnologi-cal measure in safety)为实施安全生产管理，防止职业伤害，改善劳动条件而编制预先拟定的具体工作内容和工作步骤是企业生产、财务计划的组成部分，编制安全技术措施计划的原则与方法、项目内容、资金来源、实施程序、措施效果、验收标准等都有明确的规定。 中国政府早在1953年就向企业提出要求，在编制生产、财务计划的同时，编制安全技术措施计划。规定每年从固定资产更新和改造资金中提取10%~20%(矿山、化工、金属冶炼企业应大于2()%)，用于改善劳动条件，不得挪用。1956年又公布了安全技术措施计划的项目，有安全技术、工业卫生、辅助设施、宣传教育四类。 安全技术项目是采用的以防止工伤事故为目的的安全技术措施。包括:〔1)本质安全化的安全技术措施，即生产设备具有安全和本质安全性能，当设备发生故障或工人误操作时，设备与生产系统仍能保证安全;(2)一般安全技术措施，当本质安全化的安全技术措施不能或不能完全实现时，需在生产设备总体设计阶段设计一种或多种可靠的安全装置，如机器的传动或转动部分的防护罩，建筑工地的防护网，以及保险装置、电气设备的熔断器、起重设备的限位器、自动控制装置、温度警报器等;(3)提示性安全技术措施，包括安全信号、安全标志等;(4)特殊性安全技术措施，包括限制自由接触技术设备或限制进人工作场所，使用闭锁或其他方式对工作场所进行特殊安全防护;(5)其他安全技术措施，包括预防性试验、工业场地合理布局、机械设备维护保养等 工业卫生项目是采取的以防止职业危害，保护职工健康为目的的技术措施。这些技术措施有:(l)防尘防毒措施，包括:安装通风管道、风机、除尘器、吸收净化设备;实现生产设备的密闭化、管道化;改革工艺或更换原材料以消除尘毒来源，如静电除尘、湿式作业、无氰电镀、静电喷漆等。(2)消除噪音的污染，安装各种吸声体、消音器、防震减震装置，或改革工艺消除噪声源等。(3)供热，防寒，防暑降温，安装取暖设备或冷气设备等。(4)采光照明，增设采光设备，或开天窗(要配置启闭和机械擦拭设备等)。 辅助设施项目是保证职工安全健康的，包括工人休息室、淋浴室、更衣室、女工卫生室、工作服洗涤烘干消毒存放室等。 宣传教育项目是用以提高职工的安全知识，增长操作技能而开展的活动和设置的设施，包括购置或编印参考书、刊物、宣传画、标语牌、幻灯、电影及录像装置，举办安全卫生展览、安全操作表演、安全知识竞赛、安全技术专业培训等。
