压力集团中有非均衡压力的一种特殊情况，这种情况是虽然也存在两个具有相反方向的压力集团，但对公共政策的压力只受一个集团的影响，而另一个与其具有相反作用力的压力集团产生的压力很小，甚至可以忽略不计。我们将在公共政策的制订和实施中只来自一个方向的压力称之为单向型压力，实施单向型压力的集团称之为单向型压力集团，与些相对应，我们称这个社会的压力集团结构为单向型压力集团结构。而对干公共政策的制订与实施不可能形成压力的集团称之为弱势集团或弱势群体。在由单向型压力集团主导的社会结构中，公共政策向强势集团倾斜将是一种制度常态，在这种常态下社会福利水平将低于对等压力下形成的次优水平；这是因为在这种非均衡的压力结构中，单向型压力集团对创新已无兴趣，它们完全可以通过把公共政策变成私人物品来实现个人或本集团利益的最大化。
