| 能源危机 energy crisis 因能源，尤其是石油严重短缺而导致世界范围能源价格暴涨的现象。20世纪70年代以来，曾发生过两次石油危机。50年代末和60年代初，西方各主要工业国完成了从以煤炭为主要能源到以石油为主要能源的过渡。进入70年代，石油和天然气在世界能源总消费量中已占到60％以上，西方主要工业国在能源利用上对石油的依赖性更大。1973年10月第四次中东战争爆发后，阿拉伯产油国以石油为武器，对石油实行减产、禁运和国有化，1973年12月将石油价格从同年10月每桶3美元提至11.65美元。1978年底，世界第二产油大国伊朗政局发生变化，石油生产受到影响，打破了世界石油供求关系的平衡，导致1979～1980年油价从每桶12美元提到43美元。这两次石油危机是人为因素造成的，使西方主要工业国的经济受到很大冲击。解决能源问题的出路是向多元能源结构过渡和节约用能。真正由于能源资源枯竭而出现世界性能源短缺现象的可能性并不存在。自然界中蕴藏着种类繁多、数量丰富的能源资源，能够满足人类的长期需要。随着科学技术的不断进步，可以逐渐利用各种新能源作为替代能源。 |
