正常价值（NormalValue）是反倾销法中一个重要的基本概念，通常是指一进口产品的相同或类似产品在出口国国内正常贸易条件下供消费时的可比价格。如果没有或不能得到出口国市场上的可比价格，则以该相同或类似产品出口到第三国的价格或者以该相同或类似产品的生产成本加合理费用、利润为正常价值。
