财政投资政策政府制定的对财政投资的总量及其投向的准则。制定财政投资政策要注意的几个问题有:①把划分事权与科学界定各级政府的投资范围有机地结合起来。从相互关系上讲，各级政府投资的方向和结构是受政府事权范围决定的，而这种事权范围的确定又体现着政府的职能。一般说，中央政府的财政投资，主要是为了生产和提供具有全国意义的纯公共商品。地方政府投资，则基本上是用于形成具有受益上的区域性的准公共商品。②保持适当的财政投资规模。分析政府投资行为的合理性，既要看公共商品是否有效，也要考虑投资的数量规模。从宏观经济均衡的意义上讲，政府投资构成了社会总需求的一部分，投资规模的失控无疑会导致甚至加剧社会供求失衡。因此，适当控制政府和其他经济主体的投资规模，使之保持在一个合理水平上，是维系社会总供求平衡和实现社会经济有序发展的重要条件，更是经济工作中的一项长期任务。③改进管理方式。实行复式预算，把财政收入划分为经常性收入和建设性收入，把财政支出、被投资支出与经常性支出分割以实行收支平衡，对于加强监督和提高资金使用效果是有益的。实行复式预算也对改进政府投资管理提出了新的要求。其中，重要的一点就是建立起投资资金来源与使用之间的对应关系，使投资形成良性循环。并且政府财政投资资金紧张时不会影响政府的经常性支出，而主要应通过发行和有效运用公债的方法加以解决。此外，对政府投资资金的运用，也要实行跟踪管理，建立资金使用责任制，以充分发挥政府投资的功效。
