To overcome the existing bug of traditional conventional network planning technique, this paper applies the connection number theory of Set Pair Analysis to improve the traditional one and gives the design idea and system structure of network planning management and control system in uncertain environment.
针对传统的网络计划技术存在的缺陷 ,引用集对分析 (简称SPA)中联系数的理论对传统技术方法加以改进 ,并提出了“不确定环境下网络计划管理与控制系统”的设计思想和体系结构 ,进而阐明了实现该系统的关键技术及解决方案。
