中国人民解放军高级将领。1892年 9月18日生于湖南省宁乡县。1911年入武昌陆军第三中学堂，参加武昌起义,旋入同盟会。1916年毕业于保定陆军军官学校,历任湘军营长、团长。1926年参加北伐战争，任国民革命军独立第2师团长，后任第40军第3师副师长、师长，第8师旅长、师长。"七七"事变后,参加淞沪抗战。后在国民党军胡宗南部任第 1军军长，第34集团军副总司令，第37集团军总司令、河西警备总司令等职。1946年后，任新疆警备总司令，西北军政长官公署副长官。1949年9月率驻新疆国民党军官兵通电起义,编入中国人民解放军，先后任第22兵团司令员、西北军政委员会委员、新疆军区副司令员、新疆生产建设兵团司令员，参与领导建设新疆和巩固边防的斗争。1955年被授予上将军衔和一级解放勋章。1982年 9月加入中国共产党。他是第一至第三届国防委员会委员，第四、第五届全国人大常委会委员，湖南省第六届人大常委会副主任，第三至第五届全国政协常务委员，第六届全国政协副主席。1988年7月被授予胜利功勋荣誉章。
