允许例外和保障措施原则
即在某些特殊条件下，WTO成员可以不履行已承诺的义务，对进口采取一些紧急的保障措施，如提高关税、实施数量限制等。成员方当出现以下情况时，可以实施例外条款：
1．为保障人民和动植物的生命健康所必需的措施。
2．为维护公共道德所必需的措施。
3．为保护本国具有艺术、历史和考古价值的文物而采取的措施。
4．有关输入黄金或白银的措施。
5．有关劳改产品的措施。
6．在国内的原料的价格被压低于国际价格水平，作为政府稳定经济计划的一部分的期间内，为了保证国内加工工业对这些原料的基本需要，有必要采取限制这些原料出口的措施。
7．为了保证某些与本协定的规定并无抵触法令或条例贯彻执行所必需的措施。
8．与国内限制生产和消费的措施相配合，为有效保护可能用竭的自然资源的有关措施。
9．如果国际商品协定所遵守的原则已向成员方全体提出，成员方全体未表示异议，为履行这种国际商品协定所承担的义务而采取的措施。
