充分利用市场机制的力量，建立健全发展循环经济的法律法规。市场机制的特点是趋利而为，经济主体为追求自身利益最大化，力求以最少的耗费获取最大收益，这与循环经济的减量化、再利用和资源化原则具有内在的一致性。但这种一致性要通过健全的法律法规来引导和规范才能实现。我们要通过科学立法、严格执法和政策导向，鼓励一切节约能源和资源的经济行为，让节约者获利增利，使浪费者付出高昂的成本、受到必要的惩罚；坚决遏制生产能力过剩、附加值低、能耗高、污染严重的行业和产品的低水平扩张，发展技术含量高、资源消耗低、环境污染少的项目。
