In order to discuss the mechanism of fault slip nucleation,the effect of rote strain loading rate on the heterogenetic fault slip nucleation is researched based on the theory of the infinite elastic dislocation and rate-state dependent friction law,and the numerical method is adopted.

层级错位原理
经济系统、社会系统、文化系统等都是由多层级、多目标、多规律支撑的复杂的系统，在一个具有多层级结构的复杂系统中，每一个层级（个人、家庭、生产单位、生活单位、社区、地方政府、中央政府等）都具有自身特有的结构、功能、性质及其运行规律。如果把局部的规律用于指导整体的规划和管理，通常就会导致失败的结局，反之亦然。我把这种规律称为%26#8220;层级错位原理%26#8221;。
在社会实践过程中，我们也经常能够见到人们热衷于用%26#8220;局部的实验来解决全局性的问题%26#8221;（这种现象在科学和社会实践中同样大量存在）。这是典型的线性行为模式，客观上是在挪用复杂系统低层级的规律来解决高层级的问题，属于层级错位的范畴。而且，这种层级错位越严重，其实践结果就越可能远离预期的目标，甚至导致彻底的失败。
与社会实践相比，科学研究中的层级错位现象也十分普遍。比如在美国科学家提出%26#8220;人类基因组计划%26#8221;时，就指出%26#8220;人类基因组计划%26#8221;一旦完成，甚至可以完全揭示生命、疾病、遗传等的奥秘。现在这个计划已经完成，预期的目标大部分没能实现。从层级错位原理的角度分析，生命系统是一个包括从分子（DNA等）、细胞、生物体、种群、生态系统到生物圈的多层级的复杂系统，%26#8220;人类基因组计划%26#8221;的研究对象是染色体（主要是DNA的核苷酸序列），只是生命系统的一个层级，要想用某一个层级的规律来解释整个生命系统的规律，显然是不可能的。这也是%26#8220;人类基因组计划%26#8221;从设计开始，就注定不可能实现其目标的原因。
