l港口外汇收入管理1港口外汇收人是指国内各港口通过为外国船舶和远洋国轮提供各类服务及供应船用物资，所收取的外汇。这些外汇主要包括下列项目:(l)装卸费、拖轮费、港务费、引水费、停泊费、理货费、港务监督费、海事处理费、消防费、劳务服务费和速遣费等。(2)外轮代理公司代理业务的代理费、佣金。(3)船舶燃料供应公司的供油、供水费用。(4)外轮供应公司供应的食品、船用物资等费用。(5)寄售外国厂商的船用设备和零配件以及净工缴费收人。(6)修理外轮的收人。(7)船舶检验收支相抵后的净收人。(8)其他外汇收人。各港口创汇单位将上述外汇收人向当地中国银行办理结汇后，填制外汇收人统计表，并附中国银行的结汇水单，送当地外汇管理局加盖确认章。属地方政府的外汇收人部分在当地外汇管理局办理留成，属交通部的外汇收人部分由交通部汇总到国家外汇管理局和财政部办理留成。港口单位凭当地外汇管理局每季核拨的留成额度或交通部下拨的留成额度，到当地外汇管理局开立额度账户。
