Today, economy is becoming more and more globalized, and regional protectionism is prevailing in China.

Due to the lack of a clear line between the functions of the government and enterprises,unreasonable taxation system and the uncompleted division of industry and business,the regional protectionism is still a serious problem in China\'s tobacco industry.

On the basis of listed company s empirical data in China,this paper investigates the relationship between the level of regional protection and the efficiency of locative firms.

In fact,regional protection hampered the improvement of regional industrial competitiveness and the regional economic strength.

Inadequate understanding of environmental protection,local government examination system unscientific,environmental management system inrationalized and etc are the reason of local protectionism existed.

In Chinese market,there are two factors that will improve market fragmentation and integration,and the degree of local protectionism relies on the effect of the two factors.

The paper points out six kinds of local protectionism in the development of mineral resources.
