亚洲及太平洋经济合作组织简称亚太经合组织，在澳大利亚政府倡议下于1989年成立的区域性经济合作组织，截止到1993年底共有15个亚太地区较有活力的国家和地区成为其成员。亚太经合组织的15个成员共占全世界国民生产总值的50%，国际贸易的40%，世界人口的37%及世界土地面积的30%，对本地区乃至世界经济发展有举足轻重的影响。该组织成立之初的背景是为了应付欧洲统一大市场及此类自由贸易区的挑战，但由于亚太区域内各国经济发展水平悬殊，该组织只是一个论坛式的松散组织，尚未发展成一套较严密的组织机构。亚太经合组织的宗旨是扩大成员国间的相互了解，推进区域内的国际贸易和经济合作。在组织的发展方向问题上，亚洲国家尤其是东盟与美国之间存在着较大分歧，包括中国在内的许多亚洲成员希望该组织发展成一个开放性的区域合作组织，美国则有发展成一个相对封闭组织的意向。亚太经合组织每年举行一次部长级会议，广泛探讨区域经济合作间题。1992年的曼谷会议决定在新加坡设立该组织的秘书处作为日常办理机构。1993年11月19日在西雅图举行第5届部长级会议，期间首次举行由美国提议召开的非正式首脑会议。西雅图会议为亚太经合组织在更高层次、更大范围的发展提供了一个很好的基础
