Proposed is the neo-theory of natural monopoly,trinity of scale economy,scope economy and network economy,in the project titled the regulation policy for natural monopoly industries,sponsored by NSFC.

From property rights prospective to analysis the stocksystem reform of the natural monopoly industry——take the railway industry for example;

The influence of indivisibility and divisibility on natural monopoly in network industries;

Natural monopoly trends in the optimization process of organizational structure of circulation industry;

First discusses the causes for natural monopolization in natural gas industry,and further analyzes the gas market features and its pricing mechanism under the conditions of natural monopolization.

However,it is not the one that the governments usually apply to conduct how the manufacturers act extrinsically when coming to the period of natural monopolization,but the one that controls and regulates the incumbent manufactures to make them display the features of natural monopolies in terms of price,product and service quality.

In some monopoly industries, both state- owned enterprises and private enterprises are the realistic choices of the governments in economy development.

Deregulation, liberalization and privatization had been the global trend of reformation in natural monopoly industries for recent twenty years.

The paper use the public economics theory to analyze the principle of the nature monopoly industries` regulation rates, base it to research its optimum way and countermeasures.

Generally, this paper is aiming at the study on the strategy of the electric power nature monopoly company under the condition of industry restructuring and deregulation.
