The innovation of the city agglomeration system is provided with new concept base by government management and compound administration theory while greatly hampered by the poor management of government cooperation system.

Currently,the degree,depth and the strength of government cooperation in Taihu Lake region is weaker than the endogenous request of the economic social development in the region,much attention are paid to the integration of Yangtze Delta region than to the integration of Taihu Lake region.

The rising for the cooperation government theory is in order to overcome the shortcomings of the "debris" Organization led by the new public management movement,which makes government truly accountable to public management through inter-organization association,breaking the boundaries within the organization,providing new service ways.
