水治理技术装备的发展应重点加强下列水污染防治装备： （1）城市污水处理装备 为了贯彻加强集中治理的原则，近几年已有大量投资用于建设城市污水处理厂。应发展处理能力5～50万m3/d的城市污水处理设备，重点解决成套供应，提高自控水平和节能指标。在城市污水处理中，除了传统的以普曝为代表的活性污泥法外，根据市场需要，要发展氧化沟活性污泥法、A2/O活性污泥法、SBR活性污泥法、AB活性污泥法的技术及相应的设备。要开发旋流式除砂设备、螺旋式砂水分离器、螺旋输送器、各种曝气装置、自动溶剂投加装置等。 在污泥处置中，要结合不同处理规模，提出不同的污泥处理和处置的技术和装备，如开发污泥浓缩脱水一体化设备。有的污泥要消化，有的沼气要利用，都涉及大量的设备和仪表。 （2）工业废水处理装备 重点扩大水处理单元设备专业化生产规模，还要结合我国环保政策，配合清洁生产工艺和总量控制工作，研制和引进消化吸收国外的水质水量监控设备和仪表。 按污染源分，重点发展以下专用设备： 1）多功能组合式水处理设备。 2）用于轻工、食品、饮料、医药、发酵、屠宰加工领域的中、高浓度有机废水处理设备。根据市场需求，要重点发展升流式厌氧污泥床反应器（UASB）、厌氧复合滤地、好氧生物流化床及折流式厌氧生物处理反应器等技术设备。近几年来，我国合资的啤酒厂和可口可乐厂，大多引进了国外的升流式厌氧污泥床反应器组件和沼气燃烧系统，而国内的水处理环保企业，还很少有能力提供此类定型组件和沼气系统设备。 3）开发造纸废液有效的处理设备。为了控制水污染急剧发展，国家不得不下令关闭大批小造纸厂，以改变一个纸厂污染一条河道的局面。但大中型的造纸厂，特别是草浆废水的治理，应着力研制可行的技术装备。 4）由于废水资源化和水回用的要求，要开发废水深度处理设备（如膜法、臭氧法、活性碳法及微过滤技术）和新型消毒装备。 5）还有表面处理废水、废液及有色金属等矿冶炼废水处理设备；含油废水处理设备；油田水净化设备；煤矿地下水及高浊度含盐废水处理净化设备等，都需要在优化现有处理设备基础上，开发定型设备。 6）大力研制污水废水及污泥处理中需用的各种混凝剂、絮凝剂和助凝剂以及工业循环水中为水质稳定需要的各种药剂，并建立配套的供应网络。 （3）加强城市畜禽养殖业污染控制。随着“菜篮子”工程的发展，我国一些大城市畜禽养殖业的粪尿年排放量均超过1000万t，相当于300～400万人口当量的污染量，大大超过这些城市工业废水、生活污水及固体废弃物的排放量，成为城市中第一大污染源，化害为利，大有文章可做。
